North Strabane Township Municipal Authority (NSTMA)

The North Strabane Township Municipal Authority (NSTMA) provides sanitary sewer service to residential and commercial users in the Township. Board of Directors meetings are held on the third Wednesday of the month at 5:30 p.m. at the North Strabane Township Municipal Building.

Office hours are Monday through Friday from 8 a.m. to 4:30 p.m.

Monthly Billing Transition Update

In Accordance with action taken by the North Strabane Township Municipal Authority Board of Directors at the Authority's June 2023 meeting, NSTMA is beginning work to transition to monthly billing. Not only will monthly billing be more convenient for ratepayers, this change will also come with new, full page bills, which will include much more information to help ratepayers better understand their sewer bill. This process is expected to take several months and we will continue to update you as we progress. In the meantime, please give us a call with any questions.

GLENCANNON, BLUE JAY, E/W FAIR MEADOWS DRIVE SEWER LINING 

Crews will be in the Glencannon area performing sewer cleaning and televising in preparation for a sewer-lining project to take place over the next several weeks. Sewer cleaning and televising should take about two weeks to complete and crews may contact you if access to the sewers may be necessary through your property. When the actual lining of the sewers begins, door hangers will be placed on houses with more information about the process as well as details regarding any temporary sewer service interruptions. It is anticipated that little to no excavation will be required to complete this work. Please call the Authority at 724-745-7220 if you have any questions. 

If you detect odors from the sewer lining process inside your home, this may be due to a dry trap on one or more of the drains inside your house, especially floor drains in the basement. To alleviate this issue, try pouring a couple of gallons of water down the drains. This will refill the trap and keep the odors from entering your home. You may also want to cover the drain temporarily with a damp rag, which may also help.

2023 Rates

RATE INCREASE FOR 2023

At its December 21, 2022 meeting, the North Strabane Township Municipal Authority (NSTMA) Board of Directors approved the 2023 Operating Budget which includes a $0.40 per thousand gallons increase in the rate for NSTMA’s wastewater collection portion of the bill, going from $5.20 to $5.60 per thousand gallons. For 2023, the Canonsburg Houston Joint Sewage Authority has also raised the rate for the treatment portion of your sewage bill from $7.10 to $8.66 per thousand gallons. Therefore, the new total rate for sewage service for NSTMA customers will increase from $12.30 to $14.26 per thousand gallons (see Fee Schedule below).

This new rate becomes effective on January 1, 2023. Please note that, since NSTMA bills quarterly based on the previous three months of water usage, customers will not see the effect of this increase until April 2023, in the bill covering the January-March 2023 quarter.

WASTEWATER SYSTEM LABORER/OPERATOR POSITION


The North Strabane Township Municipal Authority (NSTMA), a sanitary sewer Authority serving approximately 6,000 customers in Washington County, PA, is accepting applications for a Laborer or Operator to join the NSTMA field staff. This is a Union position under a Collective Bargaining Agreement. Based on classification, routine work involves assisting and/or performing a variety of skilled/semi-skilled physical, technical, and maintenance/operations work along with other duties associated with operating and maintaining the wastewater collection system and pump stations. 

Applicants must be at least 18 years of age and have a valid PA Driver’s License. The successful candidate must also pass a physical, criminal background check, and drug screening. Must be physically able to work under various weather conditions and be mechanically inclined. Availability to respond to emergency situations 24 hours/day, 7 days/week, when applicable, is a must. 

This is a full-time position that offers a comprehensive benefit package. The Laborer position has a starting salary of $18.89 per hour, with additional compensation based on gaining certain levels of Operator certification. The Operator position requires possession of a PaDEP Wastewater Treatment Plant Operator’s license, and offers a starting rate of $29.82 per hour. UCC Plumbing Certification is a plus and earns additional compensation.

Tapping Fee Increase

The NSTMA Board of Directors recently voted to increase Tapping Fees for the first time since 2005 in accordance with a Capital Charges Study conducted by the Authority's engineering firm. These fees, which are applicable to new construction in the township, will become effective as of June 21, 2022.

The NSTMA sanitary sewer system serves roughly 6,200 customers in North Strabane Township. The NSTMA sanitary sewer system consists of 11 pumping stations, and two sewage treatment facilities.
