The Canonsburg-Houston Joint Authority (CHJA) has decided to raise sewer treatment rates over the next 5 years for the adjacent municipalities, including North Strabane Township, due to capital improvements at their plant in accordance with the following schedule:

Date & YearPrice per 1,000 GallonsPrice IncreaseNew Price per 1,000 Gallons
March 1, 2017$4.60$0.43$5.03
January 1, 2018$5.03$0.35$5.38
January 1, 2019$5.38$0.38$5.76
January 1, 2020$5.76$0.40$6.16
January 1, 2021$6.16$0.43$6.59

Reason for Increase

The North Strabane Township Municipal Authority (NSTMA) had to increase its portion of the billing rate to comply with the more stringent treatment process costs mandated by CHJA and the Department of Environmental Protection in 2017. NSTMA’s portion of the billing rate was increased from $3.75 per 1,000 gallons to $4.07 per 1,000 gallons effective January 1, 2017, which was only the second rate increase by NSTMA in over 15 plus years. Please note that NSTMA will not increase its portion of the billing rate in 2018.

Projected Increase per Average Household

NSTMA customers are currently billed quarterly.  Based on an average household using about 14,500 gallons of water per quarter, your estimated average sewer bill will increase from approximately $132.00 per quarter ($9.10 / 1,000 gallons) to approximately $137.00 per quarter ($9.45 / 1,000 gallons) in 2018, which will fluctuate based on your individual water usage.

This means that for an average North Strabane Township household, you can expect your quarterly bill to increase by about $5.00 / quarter in 2018 and an additional $5.80 / quarter in 2019, 2020, and 2021.
